Kommersant got acquainted with the Concept of Ensuring the Protection of Human and Civil Rights and Freedoms in the Digital Space of the Russian Federation. The document proposes to introduce “a moratorium on the formation and use of integral databases on citizens, created by combining databases of personal data, the processing of which is carried out for purposes incompatible with each other.” In addition, the HRC proposes to prohibit the assignment of a single digital identifier to a citizen.
In general, the document should protect Russians from creating a “digital portrait” and using this data for commercial purposes or for discrimination.
The concept must be approved by the government. It will be finalized by the end of the year. All relevant regulations can be adopted in February 2024.
