OLA in Delhi: In February this year, the Delhi Transport Department made bike taxis running in Delhi, the loss of which had to be borne by the big taxi aggregators like Uber, Ola and Rapido. However, now the Delhi government has introduced the new Motor Vehicle Aggregator Scheme 2023. Under this new scheme, only two-wheelers who provide taxi service inside Delhi will be electric. According to the official statement, these rules are included in Delhi’s EV Policy 2020, in which delivery service providers have also been included. The draft of this new scheme has been sent to the Governor of Delhi, which after approval will also be kept for public feedback and after approval will be implemented by the Transport Department.
The Motor Vehicle Aggregator Scheme 2023 will be applicable to the person and organization who work to manage the entire fleet of onboard and vehicles, which they use for any commercial work.
This scheme does not only take care of the safety of the passengers, it has also been prepared keeping in mind the EV transition. At the same time, it has been made necessary for all the aggregators that it is also necessary to have a panic button in all the vehicles, 112 (for Delhi Police) number in case of any emergency. Apart from this, provision has also been made for vehicle fitness, pollution control and validity of permit to the service provider under this scheme.
Apart from this, some provisions have also been made in this, according to which it is necessary to electrify all two wheelers and three wheelers after 4 years from the date of issue of the notification for the implementation of this policy. Similarly, after five years of notification, it is necessary for all new commercial vehicles to be electrified. Apart from this, it is necessary to electrify aggregators and delivery service providers by 1 April 2030.
